Arrange Articulation Agreements between local universities and universities in USA, Canada, and Australia. | Universities in Australia and USA have been contacted regarding exploring ways for universities in those two countries to finalize Articulation Agreements with universities in Cebu. | Universities: Articulation Agreements will allow credits for courses taken at local universities to be transferred to universities abroad. This will encourage both Filipino and foreign students to study at local universities at lower tuition fees knowing credits received will be accepted by foreign university. |

Work with government departments to market Cebu as an English Learning Center. | Working with delegations contacting universities in other countries to encourage universities to send their students to Cebu to attend ESL schools or enroll in courses offered by universities in Cebu | Universities and ESL Schools: Be eligible to participate in programs initiated by CHELE to bring in students from surrounding Asian countries and the Middle East to study ESL, ESP, etc., or to attend local universities. |

Initiate programs between call centers and universities to generate income for university students and allow growth of call center industry in Cebu. | Propose program to implement call center English program in universities to enable students to learn to speak “Call Center” English. Work with universities to schedule classes that allow students take break from their studies to work at call centers. | Universities, students, Cebu City: Develop income for students allowing students to continue their education.
