International students have been coming to Cebu to study for many years. The rapid growth and potential for students to study ESL and ESP was the catalyst for the creation of  Cebu Hub for English Learning Excellence (CHELE).

CHELE in conjunction with Government Education Institutions and leading Cebu Business Groups is supporting the development of an infrastructure that will ensure International students who come

to Cebu to study can be assured they will be able to study safely in a professional English language immersion environment.

CHELE plans to implement a program that will accomplish the following objectives:

 a)    Set high standards of English Education,

b)    Quality TESOL training,

c)    Encourage the creation of an Integrated Education City,

d)    Promote TESOL Conferences,

e)    Highlight investment opportunities for global education.
