Cebu Hub for English Learning Excellence (CHELE) is establishing an infrastructure for 30,000 students a month to study in safety in a professional English language immersion environment. Over 5,000 students a month travel to Cebu to learn English and English for Specific Purposes.

The CHELE organization has been established with Government support and with leading Cebu business infrastructure support to:
(a) help incoming international students live safely in Cebu,
(b) set high standards of English education,
(c) provide TESOL training for all local teachers,
(d) provide training for future global TESOL teachers,
(e) build the world's first Education City inside a city,
(f) Co-host the Asian TESOL Conferences,
(g) provide excellent investment opportunities for global education providers, and
(h) provide excellent infrastructure for Community International Student .
